Because reform won’t work
When people call for justice, Minneapolis Police responds with violence. 

People are coming together to demand that our city re-imagines community safety. The City Council voted unanimously to begin that process by changing the City Charter. Black organizers made that happen. Now, the Charter Commission is reviewing the Council’s Charter Amendment. 

Continued police brutality by MPD tells us: We need more than “reform.” We need to make Minneapolis a place where everyone can safely walk our streets.


Tell the Charter Commission: 
We need to re-imagine community safety, and we can’t wait.

    Why the City Charter?

For 150 years, MPD has failed to protect us. A process to re-imagine community safety cannot wait — and Minneapolis can’t make real change without amending our City Charter. 

Without changing the Charter, we can’t meaningfully change MPD's role in our city. We can’t replace cops with trained responders in the numbers we need or scale-up proven violence prevention strategies. 

The City Charter can be changed by a city-wide vote. Without the chance to #ChangeTheCharter this year, the community solutions that will truly keep us safe may not be possible.
    A Charter Amendment is a beginning. 
 If approved by voters in November, the Charter Amendment WOULD:

Establish a new Department of Community Safety and Violence Prevention. There would be a new, centralized home for proven community safety strategies and programs to prevent violence and keep our families safe. 
Remove a required ratio of police officers to Minneapolis residents. The City would be able to reduce the number of MPD officers.
Remove MPD from the City Charter. The City would no longer be required to have an overmilitarized  “police department.” We can establish a new model to keep our neighborhoods healthy and safe.

If passed, the Charter Amendment would allow our communities to begin transitioning away from police and help us invest in what actually keeps us safe.
    A Charter Amendment is a beginning. 
So, let’s get clear on what the proposed amendment would NOT do. 
If approved by voters in November, the Charter Amendment would NOT:

Immediately dismantle or eliminate MPD overnight
End the community engagement process around effective community safety

This amendment to the City Charter is the beginning of meaningful change in Mpls. 
It will give our communities the legal foundation and infrastructure to begin thoughtfully building community safety systems that are effective and truly keep us safe.
