  5. Not that my opinion matters, but I would send my students to places where hasn’t worked - Louisiana, Kansas and Wisconsin are just a few states who use baseline budgeting and they’re billions in the hole for it. What Congress needs is PERFORMANCE-based budgeting. 💡

    Just heard rule is part of existing law, saying new spending must be paid for by tax increases or spending cuts. Republicans nixed and ruled only spending. Rule must be adopted before PayGo law can be changed. Could you look into that?

    Pat, what I'm hearing is that unless DEMs are explicit about in the House, then they abrogate the ability to be explicit about it (makes no sense as yet but may be true). This would mean that would then guide any legislation. I can't tell what's BS yet.
