  18. The way we are currently handling criminal justice is very expensive, and we are still not getting good outcomes for all that money. We need to find a better way.

  19. Even if you manage to exclude everyone on the from your community, you will barely make a dent in the rate of sexual offending. Nearly all new sexual offending is committed by people who aren't on the registry.
