No. M4A is a fully fledged bill. Not a Framework, not incomplete. Its has a way to pay for itself, and it's very detailed. She will be releasing her on 'version' of M4A very soon. She just announced this.

The government can run the government effectively. I don't think they should get into the healthcare business. I personally don't want it and I'm not a Republican.

They aren't getting into the healthcare business though. They are just getting into the healthcare insurance business to make sure everyone is able to get the care that they need funded. Doctors, hospitals, and pharma companies will still remain private entities under M4A.
