The name seems out there, but the contents are reasonable I think. The method reminds me of techniques used in computational chemistry for nonequilibrium importance sampling (see for example forward flux sampling or NEUS)

Indeed, it is based on statistical mechanics. Problems are represented as a far-from-equilibrium open thermodynamic systems. The name seems off, but a Swarm of walkers is an scale-free structure with a non-integer dimension. It's not obvious why it's fractal
