Interesting take on time based vs learning based milestones. In the world of shipping products, time based milestones act as forcing functions too no ?

Time-based milestones are certainly useful and ML conference deadlines have been a sort of catalyst for progress, but the time lag is suboptimal for many goals. I guess what he means is to choose a more appropriate ΔT for a given milestone, and not use the default ΔT of 4 months.
