          @uscensusbureau says after #census2020 states can ask for help to “‘move’ their prisoner population back to the prisoners’ pre-incarceration addresses for re-districting and other purposes.”

          Context: incarcerated people were counted at their correctional facilities for the 2010 census. So the #Census2020 decision is keeping the status quo.

          But 99.97% of the 77,887 public comments the Census Bureau received about how to count prisoners for #census2020 "suggested that prisoners should be counted at their home or pre-incarceration address."

          For #Census2020, deployed military personnel will be counted "where they are stationed or assigned in the U.S. after their temporary deployment ends." This is change from 2010 -- may seem small but could have significant impact on how many House seats states w military bases get.
