if locking him out of the accounts he used isn't a ban from the platform, could you explain what being banned from the platform would be like and how it's different?

I believe he was referring to the accounts of the writers he worked with — i.e. he lost edit access. He retains full access to his own accounts. We would never lock someone out of their own accounts (as long as they comply with our terms of service).

Why does it matter? Should not matter one bit who makes a commercial decision, it is the decision of the company. And the company reversed the decision.
