I think missile defense is probably bad so counteracting missile defense would be good. But preserving second strike is obviously key.
Wouldn't the mic want an arms race, not arms control? Current missile defense tech is pretty unreliable. Speed is an intrinsically relevant factor. Faster things are harder to intercept.

This is mostly just hype. The "hypersonic aircraft" which are close to operational level are just fancy, maneuverable reentry vehicles. This is one of three distinct phases in which an intercept could be made.
