@tobinharshaw@pmarca yes, in CA it's "allowed" to count - ie the state allows it - but it doesn't, because the UC does not.

@BillSeitz@pmarca because in CA it's "allowed" to county as academic - decision is the schools', but schools follow the UC which doesn't
