Shouldnt have to pay more imo. Its a laptop it should come with full OS functionality. If they want to make a tablet os then make a tablet.

No... It's RT+X86/64.... since it's now possible to package and publish x86 apps in the store.

Exactly. The UWP Centennial Bridge is the difference here. Plus it wouldn't surprise me if Surface will adopt ARM one day.
