    My experience in fisheries policy & research is that ppl are loathe to discuss the role of values and yet values (whether implicit or explicit) are always at work. So what are the values? And whose values are they? My attempt to scratch beneath the surface

    “an end to the sale of new petrol and diesel cars and vans to 2035, or earlier if a faster transition is feasible” Cars are typically on UK roads for 14 years so 2035 is in line with Net Zero 2050 are gathering evidence now on even earlier date

    Household demand/need for vehicles isn't in clean intervals of 1,2,3. It's 1.3, 1.5, 2.1. with new mobility services, people can round down instead of rounding up. Good point by Matt Carpenter at at the .

    Sorry! I got to the two versions of the Bill mixed up in one of my tweets. The note on fishing capacity is *added* to the sustainability objective in the new Bill, not subtracted from the old one as I implied here.

    This commercial is everything that's wrong with our approach to food today: fear-mongering around "unpronouncable" ingredients, lobbying disguised as "consumer freedom," and distracting from real problems with our food system. h/t

    Every time I hear someone say we will "take back control of UK fishing waters" I can't help but think: "back to what year?" Those fishing seasons with a 200 nautical mile zone never existed. Richard explains the issue in this thread.

    Too much to wade through in the Schedules atm, but I'll highlight one. This bit on pg 90 (Schedule 9) could be significant. Changing MCZs to the "English offshore region" is quite the step change in powers for the MMO. Combine this with the objective for climate protection...🤔

    Quota auctioning (for a year) and financial penalties for landing discards both remain in the Bill. That's not to say they will necessarily happen, but if those powers are used they could 1) change the economics of fishing, and 2) generate significant amounts of gvmt revenue.

    To determine how quota is allocated, Art 17 of the CFP is brought over (substituting "national fisheries authorities" for "Member States"), but Art 17 proved rather ineffectual. This approach would repeat that, devolving power but making the shared objectives more difficult.

    Linking the licensing of vessels back to the objectives, note that the definition of "national benefit" only covers "fishing activities of UK fishing boats". Shouldn't the licensed activity of foreign vessels in UK waters also deliver a national benefit?

    Here's a fun fact: the UK will still be using EU legislation to measure the length of fishing vessels. (Same goes for the definition of producer organisations, see page 33 of the Bill.)

    One Q on licencing (also applies to previous draft): given that 1) each fisheries admin grants licences for its own vessels, and 2) there is an equal access principle, couldn't one fisheries admin grant licences to 'flagged vessels' that can then roam throughout UK waters?

    Ultimately managing shared stocks will be key to sustainability, but I can't find anything in the JFS (or management plans) that back up the press release. Also, words like "recognise" ring alarm bells for me. I've blogged about my major concerns here:

    Presumably that last paragraph (combined with precautionary objective) is what Defra was referring to with this statement from their press release. But a plan can mean many things. It is not a commitment to ensure that fishing limits cannot be set above MSY as I read it.

    There's a lot of text on the Joint Fisheries Statement (JFS) & fisheries management plans. These plans (new to the bill) legislate a duty to comply with the JFS. This paragraph on science could be important. There was a real awakening during bill review on data gaps.
