When CA legislature passed #RIPA in 2015, the first task was to collect data to understand the problem. Now we have millions of data points and undeniable evidence of systemic profiling. Now it's time to do something about it — that is my goal as incoming chair of the RIPA Board.

This year the #RIPA Board is collecting school police data, but already we see troubling trends. The presence of school resource officers (SROs) is increasing rapidly, leading to more suspensions, expulsions, and police referrals in schools with too few counselors.

For the first time, the #RIPA data reveals that Black and Latinx teenagers were stopped, handcuffed, searched, and curbed more than any other group (6x and 4x White youth, respectively), without resulting in any enforcement. The harmful impact of that is profound.

According to the #RIPA report just released, Black Californians experience high rates of feelings of distress, injustice, hopelessness, dehumanization from police presence. That does not bolster public safety, it erodes it.

Police stops should be intelligence-led and evidence-based, not fishing expeditions. Data shows police in CA spend more than 80,000 hours a year on likely pretext stops that yield no discovery of criminal activity — just harassment of community members based on perceived identity

Addressing the needs of the unhoused community is possible, if we (1) listen to unhoused community members, (2) engage in an honest evaluation of what works / doesn't work and (3) stop repeating the mistakes of the past. Let's turn this around in 2023.
