I remember when I first read about Caltrain electrification it was slated to be completed in 2017, which seemed impossibly far in the future. Now it’s pushed back to 2022. Does anyone seriously believe it will actually happen?

And yes I know I lack the right ~context~ and they’re trying their best and I shouldn’t criticize but it seems like installing 50 miles of overhead power lines should not be a major engineering challenge in 2020?

That’s an understandable take, but I think most people would read “engineering challenge” and think “They couldn’t figure out the implementation”, not “They couldn’t figure out how to convince people it was something they should actually do”.
