this behavior is irritating and opaque. there's a good reason you don't generally run mysql on a windows box. This is one of the reasons.

doubtless this is a permissions issue, it's behaving like when I try to connect one of the commands it runs internally is hanging, which in the case of a db like this could only be a system call, which is usually going to be a file system one...

no specific error following a failed connection on the database server side. This is actually typical and why everyone says "a dba would know" instead of trying to debug it

double-checking that the main service (the control panel) runs as administrator doesn't help, I assumed this would be true but wanted to check anyway

at the moment I may just have to download mysql and run it separately since WinNMP's installation of mariadb isn't functional on Windows 10.
