Mostly people (me) call them special needs. I have no idea if this is considered offensive as no one (yet) has told me it is. Honestly it gets a bit confusing as to what is the correct term to use. (I do know the R word is offensive & never use it).

It’s actually one of the few words I do find genuinely offensive. People who intentionally use it to be cruel are, obviously, in the wrong and people who casual misuse it without consideration for the cruel usage are being inconsiderate...

(and are almost always neglecting the actual dictionary definition which is offensive to me as a linguist). It has it’s place, but being flippant about an understood cruel meaning is inconsiderate. Just as one wouldn’t casually use the ‘n-word’, social consciousness is often good
