So much for the “we’d accept the pope as a primacy of honor and as the tiebreaker in ecclesiastical disputes” line, huh

Well, in a dispute between two churches, Russia was unable to accept the EP as a final jurisdiction

a tiebreaker would indicate that there was an even dispute; there wasn't. EP was outnumbered among the churches. He has "chosen" his own path, for now.

if anything, Moscow should now hold that role, since as St. John Maximovich noted, there is reason to believe that Constantinople takes actions merely to preserve its holdings, as opposed to actions which are best for the mission churches.

The role of "ecumenical patriarchate" is not some kind of weird attachment to a dead city, it is a role concerning managing the churches that are not self-ruling. The mess in the USA wrt to Jurisdictions is EP's fault.

And you don’t see this as inviting each and every large and powerful church to claim the title of EP as it’s own

EP should be the church attached to the largest and most powerful polity, I think. Without this, it cannot properly handle the role entrusted to it.
