Well, in a dispute between two churches, Russia was unable to accept the EP as a final jurisdiction

a tiebreaker would indicate that there was an even dispute; there wasn't. EP was outnumbered among the churches. He has "chosen" his own path, for now.

if anything, Moscow should now hold that role, since as St. John Maximovich noted, there is reason to believe that Constantinople takes actions merely to preserve its holdings, as opposed to actions which are best for the mission churches.

this has been a problem for some time. For example, EP missions would focus on ministering to rich Greek speakers rather than to the common people of a region, never reaching out to them. The Russian mission approach has been different. Thus, one might say the problem is solved.
