I am not sure why you seem certain they've already won the kinetic war for Ukraine itself, they need a continuous river of money and weapons to keep fighting, hence the need for the PR stunts in western media.

Because Putin did a major retreat from North and Central Ukraine. Google it, it was in the news. Originally they were trying to get to Kyiv, it was crazy.
