I've noticed this in congregations which tip heavily in favor of the elderly. Those with more balanced compositions seemed to have mostly bounced back - even the elderly.

My moms church was devastated by covid lockdowns. Attendance collapsed and never recovered. If nothing changes it’ll be gone in a year.

It makes sense sadly. The elderly are most at risk. So they are either scared or worse(!). And if all your friends and neighbors are scared and not going, there is actually reverse peer pressure to keep you home.
