It seems so very far outside the Overton window to have any more constitutional amendments, even for quite popular stuff, right?

i think it’s less an overton window thing and more just that it’s clearly implausible to get one through given the current state of things. popularity mostly doesn’t matter tbh; state legislatures are broadly quite unrepresentative and unresponsive to popular opinion

I think it is a reasonably bold claim. I think state legislators are somewhat responsive, moreso in smaller states, it's just people want conflicting things and politicians aren't always a brain trust.
