It's completely insane that we don't have state run mental institutions because it offends our liberal sensibilities and instead we make these people sleep on the streets or go to jail

Correct. The answer to a lot of issues should not be “we can’t do that because it leads to xyz abuses.” It should be ok then let’s implement that in ways that don’t lead to those abuses.
