It's completely insane that we don't have state run mental institutions because it offends our liberal sensibilities and instead we make these people sleep on the streets or go to jail

Oh damn, you're right. I was thinking about how Reagan undid a lot of mental health funding in California as governor but looks like JFK on the national level.
