Psych patients go in and out of hospital emergency departments for a while with the main focus being on minimizing the length of stay. Eventually during a schizo episode or whatever, they stab a guy or something. Now they live in prison.

Bear in mind that those had different injustices.

They were shut down when it was revealed what was really going on there, but I think we can do a much better job if we try again with proper oversight. Most of these people end up in prison instead which has its own share of injustice.
