Every urban highway overpass should have soundproofing and then shops underneath. They’re dead zones in cities and it doesn’t have to be that way.

One of the more feasible versions of this that's going around is converting them to tunnels and building the shops/housing at street level above it

attempting to soundproof an armada of 80mph cars several dozen feet up is just impossible

Honestly if it’s kinda noisy, who cares. You can have some small shops that pay cheap rent. First time shop owners would prefer it.
