It solves them being homeless but not addiction and poverty. Studio apartments could also be much cheaper than $1100 if not for zoning laws etc, that's expensive in a lot of Midwestern cities!
The fact that SF spent $65k/year per tent in a homeless encampment instead of just legalizing and subsidizing the construction of housing much cheaper than $65k/year should be fairly indicative of how the main constraint to solving homelessness is political, not economic π€·π»ββοΈ
