That's because your thinking about one city. Cities can have in migration as they adopt more favorable policies towards the homeless. A national level program would be easier

Good point. But I see there is massive variance in the amount of homelessness between even developed countries, so I figured there must be some kind of intervention that works

Maybe the key is prevention? Identifying and treating the kind of addiction and mental illness that causes homelessness before people end up on the streets in the first place? Idk
