Of course.
But you should also consider why it might be that some countries have more people smoking crack, and other countries fewer.
Some individuals are beyond helping themselves, or being helped. But various countries produce more or fewer such people.
Why?

Abundant housing will let the working homeless get access to market rate housing and let social services focus more resources l/housing units on the homeless with drug/mental health issues

Do you not talk to homeless people much? Not having a house makes finding a job way harder, and vice versa. I'd love to see a government jobs program, but I think a government housing program would also work pretty well from the other end.
