Helping a friend fill out a domestic violence restraining order and the many forms are in PDFs that have terrible crosslinking actions between fields - if you check one box then another box randomly unchecks, etc.
This is the kinda stuff local govs should open source on github

I don't think any of it's by design. It's just a lack of attention. Open source fixes that need.

I really wish you were right, but I know of several places within gov that have instituted redundant forms that they actually expect or require to be filled out by hand because then they get to hire more people for data entry, and filing of both digital and physical copies

Okay sure but the actual details of the PDF presentation I don’t think are manipulated for this end because they wouldn’t serve it. It’s just a lack of attention.
