The stable state of this system leaves voters to choose the lesser of two evils in each election, and gives elected officials no incentive to reform the voting system, as doing so would cost them their jobs.

Seems like most of them. The stuff that continues to be useful ends up in regulatory capture mode where it can’t be abandoned, but can’t be improved through funding because of all the rent being extracted. Best examples there are education, “infrastructure”.
