Because the current Shanghai government has problems. China's provinces are sending supplies to Shanghai, but many people still can't get them from the Shanghai government. I've seen people on Chinese social media platforms say that when they arrive in certain parts of Shanghai,

no one connects with them, so many dishes go bad.

That's not necessary. Most Chinese approve of the Communist Party in general. But I think the Shanghai government should be changed.
