The U.S. will likely sanction China if they follow through. And sanctions on China is going to cause a major economic backlash as they control the majority of rare earth minerals and are the manufacturing hub of the world.

You can control all the minerals and manufacturing you want, but with no end consumer for your product it's all just dead weight. There isn't anything made or mined there that can't be done in a democratic country, it will be more expensive, but it will also bring jobs
