Also, for day to day basis amenities that use ruble. They don't need dollar. If you are not in stock market, you may not be affected much.

Define "overseas cash" and "frozen", because those are things that have not really happened fully yet
Majority of Russian CB reserves aren't held in cash, and the little that is, is distributed among nations.
Securities is what they have, we don't know which, nor where they are.

What could be frozen there, are part of the green and maybe the gray that is deposited in EU and USA.
The rest? No.
We don't know who is the custodian for those securities, wich type of securities those are (we know they aren't UST), nor in wich jurisdiction are they are held.
