Not just the normal economic constraints, either.
The "War on Terror" has created a ton of trained people with actual combat experience throughout NATO, some of whom are now going to over to help Ukraine.
Even some of their troops are crowd sourced.

Yes, the West is clearly backing them. It doesn't cost a lot to send unused rations and missiles sitting in warehouses. The fuel, however, is probably being paid for behind the scenes by multiple countries.
