Unclear to me whether Russian recognition of the puppet republics DNR and LNR meant as the ultimate step, or just another level of escalation?

If it's the ultimate step, it will a) just formalize what is already happening, from de facto to de jure; b) Moscow will loose an instrument to put pressure on Ukraine. Can't see the advantage for Putin.

Wouldn't it give pretext for war if Ukraine continues their military campaigns in these regions?
I honestly have no idea if they have active campaigns so if not then that won't matter obviously
