Do you have a source study for the EV comparison? Sounds grimmer than most I’ve seen. Presumably depends a lot on the power source used for production of car?

Except...there’s a world outside urban Ontario where we don’t have transit solutions and need personal transit and (gasp!) also want to reduce our carbon footprint/emissions, so we NEED EVs to do that. We need policy solutions that don’t ignore rural Ontario.

That's fine. Because since some 85% of Canada's population lives in urban areas, providing transit solutions for those people will provide the necessary reductions without taking away personal transportation options for those without access to transit in rural areas.

The main carbon footprint increase between EVs and gas vehicles is the battery. It should repay its "carbon debt" in about 1 year; this will get shorter as production ramps up and efficiency improves. The current EV fleet is irrelevant. The test isn't EV car vs ICE car, it's E-car vs NO car. Car dependance is a political choice. Only 18% of the world's population has one, the other 82% would have better mobility and cleaner air if those didn't drive a car at all.
