The question is: why doesnt osm governance allow for pr and / or community engagement?

Governance in OSMF allows it, but it doesn't get done. Especially not at the top level. Biggest statements are response (e.g. Crimea). CWG exists, but has limited resources/people, and focuses more on internal/community news and announcements.

Unfortunatley we are bad at it because OSM PR team is a handfull of NON PR volounters doing PR/media in their free time. Part of it is my fault, not enough free time for CWG taksk. More PR experience would be welcome in the team.

I don't think that the lack of coverage in the media comes as a surprise to anybody that has been half awake over the last five years. That there was going to be a price to pay for painting
#openstreetmap as a one trick humanitarian pony was always clear. -
Drowning out any other messaging (which did exist before) with an a million times repeated appeal to a bad conscience has run its course and now we are reaping what was sown.
