Android OEM/ODMs/SOC vendors must do this cuz mostly they are the ones who use it to push security patches to devices that are gonna launch with 5.10 next year. Most of them are not doing this becoz they are just pushing patches without updating kernel to latest patch revision
I'm already working with Android vendors on this, that's not the problem here, it's _everyone_ else...
