If you need this information, you are doing something wrong as you should always be forward porting your mess to all new kernels. What drivers and "custom hacks" do you have that are not upstream, and why have you not submitted them there yet?

Is it true that Android 11 can boot off from a mainline kernel? New Android devices should ship with this one.

It's not as easy as it sounds. Lots of vendor patches (shame on you you-know-who) and monstrous drivers are not in mainline. Considering the Android phones have some huge differences between them, it won't happen anytime soon.
