Like the adoption of git for kernel development, no one was forced, but almost everyone changed once they realized it made their life easier. But even then it took 5+ years for people to do that. Change is slow, for good reason.

This isn't how we approach it for all things. You ask devs to write commit descriptions even if it's just additional work for them. Global consensus unfortunately has bias towards improvements that personally benefit individuals, not long-term project health. Tragedy of commons.
