This is a laudable example to follow. But in the absence of a functioning regional rail system (which Paris has and NYC doesn't) and impossibly steep rents in the urban core the burden of these changes falls squarely on those who can least afford it

In NYC, poor people don’t own cars. They get killed by them—car crashes and car pollution in underserved areas are out of control.

I'm all for these policies, but hasn't air quality somehow become worse in Paris during that timeframe?

I’m not sure. The article mentions a jump in ozone days (which could have any number of causes), but otherwise doesn’t discuss air quality levels.

How did rent change during the period?

I think the implication here is that traffic deaths and pollution (and, for that matter, crime) undermine property values; that seems right. Also, owning a car is so expensive that one can pay more in housing and still come out more financially secure.

What is often forgotten is that in a big city land/property worth of tens of billions is wasted in parking lots/houses for cars. Unproductive, idle capital.

That land could be used to build new affordable housing, solving multiple problems at once.
