You can add location information to your Tweets, such as your city or precise location, from the web and via third-party applications. You always have the option to delete your Tweet location history. Learn more
They can't disable links from translation because good and serious translators won't be able to put the link for the YouTuber's Twitter, to his merch, or anything else that's already here in the first place.
They can easily make it so that links that were already in the original description can remain, but no newly added links.
