That’s not what the Third Amendment is about. That dealt with forcibly quartering Soldiers in homes against the will of the owner. I think the DC hotels are being reimbursed by the government.
Well, it hasn't really been invoked all that often, so this is newer territory. We are in peacetime technically (and a big technicality that could be argued against given that an argument could be made that we are at war with other countries).
