He said his office couldn't afford a data scientist anymore. Somebody offered to crowdsource work if he made data public. His answer was he can't somehow because it's all in DOS

DOS isn't the issue; DOS is fine. Just need to get someone to extract whatever data from whatever legacy system is holding it. Once it is out then crowd sourcing would be fine.

The absolutely crazy thing is that the underlying database will be tiny! I used to regularly run SAS code on desktop on an extracted DB for ALL ARRESTS IN TEXAS FOR 5 YEARS.
