I’ve sent the app assuming it’s the referee’s email, but that’s not what the instructions say. Similar issue with phone number instructions.

But it says this is the “address we will use to contact you”. You is referring to me (as I’m filling the form). Just poor wording.
I've talked to passports and they've said that they're aware about this problem and are in the process of fixing it :-)
