I think it says Techno Quest developed it, but someone would have to double-check that. They made the LaserDisc game Rolling Blaster.

As for tks, it seems like he had a fairly extensive career. After Super Monkey Daibouken, he joined Taito's new Central Research Laboratory. I think he worked on NES and SMS Bubble Bobble. Tomohiro Nishikado was director of the consumer division.
