That's only part of the explanation. Early on, Hitler had considerable support. (Dachau opened less than 2 months after Hitler became Chancellor.) That support became stronger with Hitler's early foreign policy successes and didn't start to fall until his military setbacks.

Party membership ≠ support for the regime. Most who supported or approved of Hitler never joined the Nazi Party. Also, Hitler's personal popularity consistently outstripped that of the Party.
