Detroit and Flint have unemployment rates higher than that, but their unemployment is offset by wealthy suburbs in their counties. No. That's the point. The @MIGOP wants to use county-level unemployment rates to determine exemptions. The suburbs in the same counties as Detroit and Flint dilute out their high unemployment at the county level.

The same thing doesn't happen in rural counties, which are overwhelmingly white. Again, that's part of

Large urban areas should be assessed stand alone if this is the case. Do enough people live in the suburbs to significantly shift the number?
