This is really common in studies of pseudoscience. You have people expecting to see large effects, and they design their experiments accordingly. Then when they don’t see it, they just say the effect was too small and they need a larger sample size.

It’s an easy way for people to protect their previously held beliefs. I have found it is easier to convince someone “the effect of XX is too small to be useful” than to convince them it is garbage.
