I know the ballots are manually examined for signature. If I remember right, mail-in ballots are hand counted. At the polls, we have optiscan ballots.

They are if they're not hooked up to the Internet and don't communicate with any outside networks.

Make that ever. The bad part is they must be plugged into another computer sometime to install the ballots and such. those machines are always going to be subject to hacking.
